Wagg erhielt seinen Bachelor in Fine Arts an der Leeds Polytechnic Universität und promovierte in Visual Culture an der Middlesex University. Er hielt Vorlesungen am Institute of Advanced Studies, Princeton, wie auch an der Middlesex University, Leeds University, Goldsmiths College of Art and Design und am Norfolk College of Art and Technology.
