181 INFORMATION RETRIEVAL SYSTEMS The successful formulation of an information retrieval system (by a librarian ) depends on how closely another person's (user's) document requirements can be simulated. Or how much allowance can be made for the highest number of wants without ending up with a meaningless and undefined system.
